08-09-2023 - Policy: BMWK Consultation on ‘Reallabore’ Funding Model
The German federal government’s coalition agreement set out the aim of developing federal ‘Reallabore’ legislation to support the future development of this specific type of R&D funding. Reallabore are laboratories under real-life conditions. They allow for the test implementation and demonstration of innovative technologies and processes. Under conditions that are as close to the real world as possible, researchers are given the opportunity to implement their ideas for a limited period of time and under the guidance of regulatory bodies. They provide a ‘sandbox’ in which novel solutions are verified and refined but also highlight the regulatory issues, legislative gaps or the need for new regulatory models in the context of novel technologies. Reallabore already form a key element of many funding initiatives by Germany’s federal ministries including the BMWK’s Energy Research Programme.
