17-04-2025 - Policy: Hcéres Abolished by France's National Assembly
On 10 April 2025, France's Assemblée nationale (National Assembly) voted to abolish the Haut Conseil de l’évaluation de la recherche et de l’enseignement supérieur (Hcéres - High Council for the Evaluation of Research and Higher Education) as part of the Project to Simplify Economic Life in France. This body has previously played a central role in French academia, evaluating the entire public higher education and research system, including laboratories, universities and degree programmes. Evaluations are usually completed by committees composed of professors and researchers who assess the quality and functioning of institutes in their field. However, evaluations have been accused of making little allowance for differences between disciplines and territories, assessing a wide range of higher education institutions (HEIs) with the same rigid criteria.
